When I finally used my Laptop to have a look at what I must be doing wrong, there was the Package Manager install section below, DOH! Silly me didn't bother to read down any further on the menu because I was using my iPhone (small screen display) and I just clicked on the "Start Upgrade" button and PLEX didn't get installed. Years ago I wanted to try PLEX and Andrew said just goto Vortexbox Upgrade and click install. Glad I found it because I was looking at upgrading to 2.4 but just realized it requires 64 bit and I'm running 2.3 on an old 32 bit machine at the moment.
